sysadmin ec5cf67771 fix(workflow): cross-profile decision-lock cleanup and irrecoverable provenance (#709)
Prevent merger-local empty decision locks from standing in for reviewer
terminal cleanup, refuse silent re-init overwrite of unresolved terminal
evidence, record post-merge recovery-required state when audit fails, and
add a truthful irrecoverable-provenance path that never claims applied=true.

sysadmin 553f745f23 feat(guard): native MCP transport binding and contaminated-review quarantine (Closes #695)
Bind mutation/credential paths to a process-local native MCP runtime so env
spoofing, direct imports, and offline helpers cannot reconstruct session gates
after native transport failure. Quarantine contaminated formal reviews under
controller authority and honor quarantine in review feedback, merge eligibility,
merge mutation, and canonical handoff validation. Add regression coverage for
the second (PR #694 / review 427) incident class.

Add fail-closed assessment and MCP tool for expired/superseded-head
comment-backed reviewer leases that lack a control-plane lease_id.

- assess_obsolete_reviewer_comment_lease_cleanup eligibility matrix
- diagnose classifications: foreign_active_current_head,
  foreign_expired_current_head, foreign_completed_superseded_head,
  foreign_expired_superseded_head, orphaned_owner_missing,
  ambiguous_conflicting_evidence
- gitea_cleanup_obsolete_reviewer_comment_lease with confirmation
  CLEANUP OBSOLETE REVIEWER LEASE <n> and controller_recovery_authorized
- preserve audit history via append-only phase=released marker
- never repoint, transfer validation, use PID ownership, or steal
  active current-head foreign leases
- regression for PR #688 lease comment 10749 after recorded expiry

sysadmin 780ef0b1be feat: first-class control-plane lease lifecycle (Closes #601)
Make active leases queryable workflow state with canonical adopt, release,
expire/reclaim, and abandon operations on the #613 control-plane DB substrate.

- lease_lifecycle.py: policy, proof gates, safe_next_action vocabulary
- control_plane_db: schema v3 provenance columns + list/inspect/adopt/abandon
- MCP tools: gitea_*_workflow_lease(s) for list/inspect/adopt/release/expire/abandon/reclaim
- issue_lock_store: sanctioned reclaim of expired author locks (dead pid / missing wt)
- Tests cover lifecycle, foreign steal refusal, allocator compatibility, merger handoff

sysadmin 6a179aeb85 feat: Sentry/GlitchTip incident bridge via incident_links (Closes #612)
Add phase-1 observability bridge that turns provider observations into
normal Gitea issues and control-plane incident_links rows. Dry-run is
default; apply creates/links through sanctioned Gitea issue paths only.
Raw incidents remain non-assignable; the #600 allocator sees bridge work
only as ordinary Gitea issues. Builds on #613 substrate and #600 allocator.

Closes #612

sysadmin db5d14184f feat: controller-owned allocator API on control-plane DB (Closes #600)
Add gitea_allocate_next_work and allocator_service routing policy on top of
the #613 ControlPlaneDB substrate. Workers get atomic assign+lease results
(or wait/no_safe_work/terminal-path outcomes) without self-selecting work
via file locks or comment-only leases. #612 remains downstream.

sysadmin 3f3f880147 feat: canonical cleanup for stale #332 review decision locks (#594)
Durable review-decision locks (#559) can outlive the PR they protect.
When the last terminal mutation references a PR that is already
merged/closed, expose gitea_cleanup_stale_review_decision_lock so a
reviewer can clear the lock with identity/profile gates and a durable
audit trail — without weakening #332 for open PRs or deleting
session-state files by hand.

Also auto-clear same-profile locks after a successful merge of the
approved PR, and document allowed vs forbidden cleanup.

sysadmin 08ea214526 feat: guarded merger lease adoption flow (#536)
Replace manual in-process _SESSION_LEASE seeding with an auditable
gitea_adopt_merger_pr_lease tool that posts durable adoption proof and
records sanctioned session provenance. Mutation gates now reject bare
record_session_lease calls without provenance from acquire/adopt/heartbeat.

sysadmin ddaf380db2 feat: gate reconciliation audit mode from unauthorized cleanup (Closes #419)
Add audit vs cleanup phase tracking so reconciliation audits stay read-only
unless cleanup is explicitly authorized with delete capability proof, safety
proof, and before/after snapshots. Block gitea_delete_branch and merged-cleanup
execution during audit phase, validate final reports for false no-mutations
claims, and document the boundary in the reconcile-landed-pr workflow.

sysadminandClaude Opus 4.8 958d470f98 feat: dedicated reconciler capability for closing landed PRs (Closes #309)
Already-landed open PRs block the review queue: the already-landed gate
correctly stops approval/merge, but no task path could close the
redundant PR. Add the reconciler close path:

- task_capability_map: new reconcile_close_landed_pr (gitea.pr.close)
  and reconcile_close_landed_issue (gitea.issue.close) tasks under a
  dedicated "reconciler" role. Exact close capabilities only — the
  role grants no review, approve, request-changes, or merge authority,
  and normal reviewer profiles keep no broad PR-close authority.
- role_session_router: reconciler tasks route wrong_role_stop in
  author/reviewer sessions with a dedicated recovery message; matching
  reconciler sessions route allowed_current_session.
- review_proofs.assess_reconciler_close_gate: PR close allowed only
  when every proof passes — PR live-verified open, candidate head SHA
  pinned and matching the live head, target branch freshly fetched
  with a full SHA, head an ancestor of the target, exact
  gitea.pr.close proven. Non-landed PRs return
  NOT_LANDED_CLOSE_BLOCKED; missing close capability returns
  RECOVERY_HANDOFF_REQUIRED; incomplete proof fails closed as
  GATE_NOT_PROVEN. Linked-issue close is skipped when the issue is
  already closed and allowed only for an open issue resolved by the
  landed commits with exact gitea.issue.close capability. The gate
  also returns the required final-report field list.

17 new tests cover the capability map, wrong-role routing, and every
gate path (landed close, non-landed block, stale target, changed head,
missing capabilities, linked-issue variants, review-mutation denial).

Allow issue lock from base-equivalent branches/ worktrees instead of
requiring the literal master/main branch name. Runtime preflight and
mark_issue/lock_issue now inspect the declared active task workspace so
dirty control-checkout state does not block clean task worktrees.

of truth shared by gitea_resolve_task_capability and issue-mutating tools.
Gate gitea_create_issue, gitea_close_issue, gitea_mark_issue, and
gitea_set_issue_labels with structured #142 permission reports. Add regression
tests proving resolver-denied tasks fail closed at the raw tool layer.

Implements mcp-control-plane #69.
