Controller Acceptance — PR #542 / Issue #517 cleanup closure

Verification:

  • PR #542 closed and merged at exact eeadb1bbea6cad2fe3626e76c276ae96ed4acb3e (gitea_view_pr + git).
  • Issue #517 closed.
  • Reconciler MCP-only on prgs: moot lease terminal at #7157 (no new action); reconcile dry-run confirmed no eligible executable (delete cap absent for prgs-reconciler).
  • No raw/manual cleanup.
  • Defect #548 filed for adopt preflight bug.

Existing on PR thread: Reconciler Handoff #7164 (canonical details), adoption #7152, release #7157, controller re-review #7159.

Retained (skips due to limits):
