Adds a single-target path for post-merge cleanup so a reconciler can
complete one merged PR without a batch sweep across unrelated PRs.
## PR-scoped selector
gitea_reconcile_merged_cleanups gains an optional pr_number. When set,
only that merged PR is assessed and acted on: the PR is resolved live and
fails closed on an invalid/non-positive number, an unresolvable or
ambiguous PR, or an unmerged PR; reviewer scratch worktrees are filtered
to that PR; and the report's entry set is pinned to exactly [pr_number],
failing closed on any drift. The existing execute loop then operates on
the single pinned entry only -- worktree removal, ownership reassessment,
then remote-branch delete -- with no unrelated target. Batch behaviour is
unchanged when pr_number is omitted.
## Expired reviewer-lease reclaim (AC4)
An expired or stale reviewer lease no longer protects an already-merged
branch forever. branch_cleanup_guard.assess_expired_reviewer_lease_reclaim
makes the decision explicitly and fail-closed: reclaim only when the lease
is a reviewer lease, its status is expired/stale, the PR is proven merged,
the owner process is proven dead, and no competing active claimant uses
the branch. _collect_branch_ownership_records supplies that evidence from
authoritative state (live PR merged-state, lease owner liveness, and the
full ownership inventory for competing-claimant detection) and evaluates
it only after the complete inventory is built, so the post-worktree-removal
reassessment is what unblocks the branch delete. Any unknown fails closed.
Author/merger/controller/reconciler leases are untouched; active leases,
worktree bindings, issue locks, and live sessions still block.
## Tests
- tests/test_issue_855_expired_reviewer_reclaim.py: full fail-closed matrix
for the reclaim decision plus collector wiring (merged+dead+uncontested
reclaims; unmerged, live-owner, competing-worktree, and author-lease
cases stay protective).
- tests/test_branch_cleanup_guard.py: exact-PR selector coverage (ignores
newer PRs in the batch queue, execute mutates only the selected PR,
unknown/not-merged/invalid fail closed, batch mode preserved).
Changed-surface suites pass; the 2 pre-existing test_branch_cleanup_guard
failures and test_reconciler_supersession_close reproduce identically on
master 6d0015ca and are unrelated to this change.

Post-merge cleanup previously continued past ownership-blocked remote
deletes, which skipped independently safe local worktree removal when the
only block was worktree_binding. Remove the clean owned worktree first,
reassess ownership, then delete the remote branch only if still safe.
Preserve fail-closed protection for dirty/foreign ownership categories.

Remote post-merge branch deletion was blocked because the capability
resolver classified delete_branch as an author-role task while
gitea.branch.delete is granted only to prgs-reconciler. No configured
profile could satisfy both the permission gate and the role gate, so
every deletion failed closed with performed=false.
Re-home delete_branch from the author role to the reconciler role in
both single-source-of-truth maps:
- task_capability_map.TASK_CAPABILITY_MAP["delete_branch"].role
- role_session_router: TASK_REQUIRED_ROLE + AUTHOR_TASKS/RECONCILER_TASKS
resolve_task_capability("delete_branch") now resolves to prgs-reconciler.
In gitea_delete_branch, the reconciler is now the delete-capable role and
performs raw deletion through the existing reconciliation-cleanup-phase
authorization gate (operator approval + safe_to_delete proof) plus the
preservation/protected guards; the prior reconciler->cleanup redirect is
removed as it would orphan that guarded flow. Author, reviewer, and
merger stay denied by the permission gate and the required-role gate.
gitea_cleanup_merged_pr_branch remains a separate reconciler-owned path
with independent merged/ancestry/ownership verification.
Tests: reconciler resolves + performs eligible deletion; author/reviewer/
merger denied even when holding the permission; protected/preservation
branches remain fail-closed; both role maps asserted in agreement.
Updated pre-existing tests that encoded the superseded author-delete /
#687 reconciler-redirect contract. Full suite: 3190 passed, 6 skipped,
1 pre-existing unrelated failure (test_issue_702 create_pr stale-binding).

Require branch-scoped post-delete not-found (not generic/repo/host 404),
emit consistent top-level cleanup fields, fail closed on ownership inventory
errors, never auto-reclaim expired control-plane leases, include active
comment-backed reviewer leases, apply the same gates to reconcile_merged_cleanups,
and match ownership with normalized host identity.
Require authoritative not-found readback after merged-PR branch DELETE, and
block cleanup when active author/reviewer/merger/controller/reconciler
session, lease, or worktree-binding ownership still uses the target branch.
Merged-PR source-branch cleanup is reconciler work (task_capability_map maps
cleanup_merged_pr_branch -> reconciler / gitea.branch.delete), but the
reconciler profile schema, execution-profile docs, and tests never covered
the permission, so no configured profile could run the guarded
gitea_cleanup_merged_pr_branch path.
- reconciler_profile.py: add gitea.branch.delete to
RECONCILER_RECOMMENDED_OPERATIONS (not required; not forbidden)
- docs/gitea-execution-profiles.md: document merged-branch cleanup
ownership, least-privilege constraints, and the no-alias caveat
- tests/test_reconciler_profile.py: reconciler profile with branch.delete
stays valid and classified reconciler; missing grant is reported as
missing-recommended
- tests/test_branch_cleanup_guard.py: author- and merger-shaped profiles
without gitea.branch.delete fail closed on gitea_cleanup_merged_pr_branch
