fix: address #625 REQUEST_CHANGES for lease reclaim test and EOF blank line

- Update MCP expired-lock recovery test for sticky expired ownership (live pid + present worktree still fail closed under #601 reclaim rules) - Remove trailing blank line at EOF in control_plane_db.py
