Summary

Closes #433. Child of tracker #425. Stacks on current master (ee8e9a) with only #433 lease-visibility work.

Adds read-only /leases and /api/leases for issue claim inventory, reviewer PR lease comments, duplicate PR/branch collision warnings, and local issue lock display — no acquire/release mutations.
