Summary

Lands the authoritative project charter for Gitea-Tools / MCP Control Plane and points agent instruction files at it.

Changes

PROJECT_CHARTER.md — Canonical charter (purpose, workflow, principles, non-goals, success criteria, change-control) with required metadata (Charter-ID mcp-control-plane, version 1.0, status approved by human operator for #987).
AGENTS.md — Pointer to the charter plus issue-first workflow rules; does not replace the charter.

Out of scope (follow-up)

MCP charter-acknowledgement gate and multi-project enforcement remain for later issues under the governance model described in #987.

Metadata block complete for first approved landing
AGENTS.md points to charter without duplicating it
Human confirms merge (operator requested merge)

Point AGENTS.md at the charter without replacing it.
