Closes #772

Recovery now dispatches on observed publication state: published_owning_pr
(remote branch exists; head equality #753 or strict descendancy #768,
unchanged) and unpublished_claim (no remote branch, no PR; ownership proven
by the durable lock record plus a local HEAD strictly descending from the
server-observed base the branch was cut from).

The absence of a remote head is never itself permission. Recovery writes are
compare-and-swap against a lock generation, and the mutating lock path and
read-only diagnostic assessor share one evaluator.

Make active leases queryable workflow state with canonical adopt, release,
expire/reclaim, and abandon operations on the #613 control-plane DB substrate.

- lease_lifecycle.py: policy, proof gates, safe_next_action vocabulary
- control_plane_db: schema v3 provenance columns + list/inspect/adopt/abandon
- MCP tools: gitea_*_workflow_lease(s) for list/inspect/adopt/release/expire/abandon/reclaim
- issue_lock_store: sanctioned reclaim of expired author locks (dead pid / missing wt)
- Tests cover lifecycle, foreign steal refusal, allocator compatibility, merger handoff

sysadminandClaude Opus 4.8 d306c0a5ec feat: harden keyed issue lock store with flock serialization (#438)
Rebase onto master (#443 keyed store) and port #438 hardening: per-issue
fcntl.flock around bind_session_lock, assess_lock_freshness with dead-PID
detection, verify_lock_for_mutation before create_pr, and live lock
inventory for claim visibility.

sysadminandClaude Opus 4.8 d042a9ca24 feat: replace global issue lock with keyed persistent store (Closes #443)
Store per remote/org/repo/issue locks under GITEA_ISSUE_LOCK_DIR with
atomic writes and per-session binding. Integrate own-branch adoption for
lock recovery, update worktree-start and cleanup reconcile, and add tests
documenting the ban on manual global lock seeding.
