Add or document labels needed for Jenkins and GlitchTip work.

Suggested labels:

  • jenkins — already exists
  • glitchtip — already exists
  • observability — missing
  • source:glitchtip — missing
  • status:triage — missing

Acceptance criteria

  • Confirm whether each label already exists.
  • Create missing labels only if approved by repo policy.
  • Document intended use for each label.
  • Do not disturb existing labels.
  • Do not bulk-apply labels to existing issues unless explicitly requested.
