Update Controller Handoff documentation to use compact default format. Make the 9-line compact handoff the default at the end of each task to improve readability. Closes #108.

Make the nine-line compact Controller Handoff the default end-of-task
format; reserve the long Controller Handoff Summary for high-risk/complex
tasks (merge/tag/release, failed validation, blocked gates, secrets/prod,
complicated owner decisions, cross-repo state, or explicit owner request).
Compact form is for controller-LLM readability, safety confirmations are
never omitted, and PR bodies still carry full review detail.

Updates SKILL.md §K, llm-workflow-runbooks.md, and the start-issue /
review-pr templates. Documentation only.

Refs #101. Closes #108.

Independent identity review from detached worktree at pinned head e63cf5b.

  • Scope exact: 4 documentation files (SKILL.md §K, runbooks, start-issue/review-pr templates); matches #108. Docs-only, no code behavior.
  • Content verified: compact 9-line Controller Handoff is the default; long form reserved for enumerated high-risk triggers; safety line never omitted; PR-body-detail rule retained; #113's dual-profile/identity-checklist content preserved post-merge (both features verified coexisting).
  • Gates vs current master ed3cc10: git diff --check PASS · py_compile OK · full suite 357 passed/6 skipped (branch predates #114's +29 config tests; docs-only diff — no interaction) · secret sweep clean.

Attribution transparency: reviewer session also authored the branch content; eligibility per docs/llm-agent-sha.md is by authenticated Gitea user (jcwalker3 ≠ sysadmin) — PR #99 precedent.
